Article I:
General Staff
A. Each new member and old member of the station is
required to fill out a personnel form at the beginning of each semester,
and all members are responsible for keeping the station informed as to
changes of address, phone number, and class schedule.
B. Dues shall be due three weeks after the beginning of
each semester.
C. No person without a third class radio telephone permit
with broadcast endorsement will be granted a show on WXCI.
D. The general manager must be notified immediately of any
lost or stolen equipment.
E. All members of the station are to strictly obey the
rules and regulations of the federal communications commission
(FCC).
F. No one can be nominated for, appointed to, or serve in
an elected office while on academic probation.
Article II: Individual Duties
of the Department Heads, Enumerated
Section I---Executive
Board
A. Faculty
Advisor
1. Shall be a full-time faculty member of
WCSU.
2. Shall be nominated by a majority vote of
the executive board.
3. Shall be approved by a majority vote of
the general staff.
4. Shall aid the general manager and
officers of the station in working with the faculty and administration
of the university.
5. Shall have those powers and
responsibilities as enumerated in the Faculty Handbook on pages iv-14,
iv-15, and iv-16, in sections d and e.
6. Shall have a vote in executive board
meetings, but not in a general staff meeting, except where
indicated.
7. The name of the faculty advisor will be
submitted to the university administration when
elected.
B. General
Manager
1. Shall preside as the chairman of
executive and general staff meetings.
2. As the highest official shall maintain a
cumulative average of 2.5.
3. Shall be directly responsible for all
actions taken by other officers and by the campus broadcast
association.
4. Shall work with the business manager,
chief engineer, program director, faculty advisor, administration, and
other staff members in maintaining a good, healthy internal station
operation, including cooperation, high ethical standards, and a
continuing process of management and staff.
5. Shall schedule and post regular office
hours for conducting routine business and conferring with the
staff.
6. Shall keep informed of all FCC rules and
regulations, and shall keep an up-to-date record of the same, while
instructing and informing the staff of the same.
7. Shall act as liaison between students and
Faculty Advisor, and the administration.
8. Shall act as the official representative
of the students of the campus broadcast association.
9. Shall maintain the station image as high
as possible at all times.
10. Shall be directly responsible for all
other actions and responsibilities not specifically stated in these
by-laws or the constitution.
11. Shall have a vote in executive board
meetings, but not in general staff meeting, except where
indicated.
C. Business
Manager
1. Shall supervise and be responsible for all
business transactions of the
station.
2. Shall set up and maintain a system of accounting,
keeping permanent records of all station
expenditures, coordinating the purchases
with the needs of the department
heads.
3. Shall keep abreast of and
comply with all the rules and regulations of the Student Government Association (SGA),
Administration, Licensee, and the FCC that
apply to the role of business
manager.
4. Must prepare and make the
annual budget available to the executive
board, operations board, the general staff, the SGA, the Administration, and the Licensee.
5. Shall keep an accurate and
up to date record of supplies of the
station.
6. Shall keep an
up to date list of all paid station members.
7. Shall post and mail
notices quarterly to members who owe phone bills. After posting said notices, monies will be
collected by one month after said
date.
8. Shall have the
power to appoint a treasurer.
9. Shall have a vote in
Executive Board meetings, but not in a
general staff meeting, except where indicated.
10. By a majority vote, the
Executive Board may assume the powers of
Business Manager.
11. Shall appoint an
advertising coordinator to assume the responsibilities for advertising on the AM system (if in
operation) with the approval of the Executive
Board.
D. Chief Engineer
1. If no one meets the
requirements of the chief engineer in the FCC rules and regulations, the executive board must
contract with an appropriate consulting
engineer to maintain on the air status.
the consulting engineer shall not
vote.
2. Shall be responsible for
the maintenance and proper functioning
of all equipment owned and operated by WXCI.
3. Shall act in cooperation
with those department heads requesting
remote broadcast lines.
4. Shall continually train
all department heads in the operation of
all technical equipment necessary to their jobs.
5. Shall keep a
permanent log of all repairs.
6. Shall keep an inventory of
spare parts in case of emergency.
7. Shall set up regular work
hours and be prepared to handle emergency problems.
8. Shall recommend any
purchases of necessary equipment to the
Executive Board.
9. The Chief Engineer shall
have a vote in Executive Board meetings,
but not in general staff meetings, except where indicated.
E. Program Director
1. Shall
institute WXCI's format for the school year.
2. Shall assign and give
final approval for all air shift personnel and may remove any of said personnel from the
air.
3. Shall no longer have the
duty of preparing daily logs or being in
charge of PSA's or CE's.
4. Is to post
regular office hours at the station.
5. Shall be responsible for
all final air products (broadcast quality), but may be over-ruled by the executive board, by
a majority vote, if the need
arises.
6. The program director shall
supervise all department heads working
underneath him or her.
7. By a majority vote the
executive board may assume the powers of
the program director.
8. Shall supervise all
production work and all on-air programming.
9. Shall serve as liaison
between the executive and operations boards.
10. Shall chair all
operations board meetings or else appoint another member to chair the meetings in his/her
absence. He/she shall call a
weekly meeting.
11. The program director will
have a vote in executive board meetings
and operations board meetings, but not in general staff meetings, except where indicated.
12. Shall develop
new ideas in programming.
13. May appoint a
secretary to his/her staff.
Section
II: The Operations Board
A. News Director
1. Shall assign
all news-people to fill all news slots.
2. Shall organize and
maintain the news department and all aspects thereof.
3. Shall give final approval
for all news personnel, and may remove
said personnel from the air.
4. Shall complete all
arrangements regarding the press and credentials.
5. Shall, in cooperation with
the program director, arrange for the
coverage of special events, and assigning reporters and engineers to cover such events.
6. Shall, in cooperation with
the chief engineer, business manager,
and program director, arrange broadcast lines for remotes.
7. Shall be
responsible for assigning the news control room.
8. Shall work in
cooperation with the sports director.
9. Shall, in cooperation with
the program director, initiate informational educational programming.
10. Shall have the power to
appoint an assistant news director.
11. Shall have a vote in
operations board meetings, and in general staff meetings.
B. Sports
Director
1. Shall assign
all sportscasters to fill all sportscasts.
2. Shall determine which
sporting events and sports news will be
broadcast.
3. Shall give final approval
for all sportscasters, and may remove
any of said personnel from the air.
4. Shall see that sports
programming is staffed and produced on
time.
5. Shall assign all
personnel, including announcers and engineers, to cover each sporting event.
6. Shall complete all
arrangements regarding press credentials, broadcast facilities, and permission to broadcast all sports broadcasts.
7. Shall, in cooperation with
the chief engineer and business manager,
arrange broadcast lines for remotes.
8. Shall have the power to
appoint an assistant sports director.
9. Shall have a vote in
operations board meetings, and in general staff meetings.
C. Production Manager
1. Shall be in total charge
of the production room, but will be
responsible to the program director.
2. Shall be in charge of
scheduling events in the production room, such as the posting of training schedules, and other
available periods of the
room.
3. Shall be in charge of all
carted coming events (CE's),public service announcements (psa's),
promos, and all other carted material
that goes over the air. to the best of
his/her knowledge, he/she shall use all carted material for air use with the approval of the program
director.
4. Shall work with all
department heads in the assistance of all recorded materials and programs.
5. Shall have a vote in
Operations Board meetings, and in general staff meetings.
D. Music Director
1. Shall oversee
the work of the record librarians.
2. Shall be responsible for
filing, cataloging, and organizing the
record and tape libraries, along with the music librarians.
3. Shall be responsible for
contacting, giving feedback, and maintaining _good_ record service from record
companies.
4. Must appoint an album
librarian, a 45 librarian, and , if necessary, a tape librarian.
5. Must appoint a
playlist coordinator.
6. Shall have a vote in
Operations Board meetings, and in general staff meetings.
E. Traffic Director
1. Shall take charge of
making daily and weekend logs (typing and copying). logs will always be ready for the next day's
airshift.
2. Is responsible
for corrections or additions to the logs.
3. Shall be responsible for
reviewing the logs and making all necessary changes, etc.
4. Shall be responsible for
all CE's and PSA's and shall have them
on the air a reasonable time before the said time of the activity.
5. Shall keep an accurate and
up to date file of all old PSA's and
CE's that have been aired , as well as the original copy sent to the station.
6. Shall keep a file (names
and addresses) of all organizations that
send material to the station.
7. Shall keep an accurate
file of the number of times a CE or PSA
was aired.
8. Shall have a vote in
Operations Board meetings, and in general staff meetings.
9. Shall work in
close cooperation with the program director.
10. Shall be responsible for
meeting FCC rules and regulations
requirements concerning station logs, etc.
11. May appoint a
secretary.
F. Promotion Director
1. Shall coordinate all
station on-air promotional activities with various department heads, as well as in written proposals to the Executive Board.
2. Shall develop and execute
all station off-air promotional activities with the appropriate department heads and the
Business Manager.
3. Shall be responsible for
getting station members who are not
assigned to other departments involved in the activities of the promotions department.
4. Shall have a vote in
Operations Board meetings, and in general staff meetings.
G. Personnel Director
1. Shall keep up to date
information on all members of the station.
2. Shall keep an up to date
list of all paid, Life, and Honorary
Members.
3. Shall act as the executive
secretary, and shall keep minutes of the
operations and executive board and general staff meetings.
4. Shall act as
department heads' secretary.
5. Shall actively work on
making new station members feel welcome
in the station and work on an internship program for these new members with the old
members.
6. Shall have a vote in
operations board meetings, and in general staff meetings.
Section
III: Extra Operations Board Duties
A. In the case of the absence
of all Executive Board members, the following chain of command goes into effect:
1. News
director
2. Sports
director
3. Production
manager
4. Music
director
5. Traffic
director
6. Personnel
director
Any and all decisions made by an officer, using the chain of
command, are considered Executive Board
decisions, and that person is responsible
to the Executive Board for those decisions.
Section
IV: All Station Members
A. All station members are
entitled to have a copy of these by-laws,
and may not be denied so.
B. All new station members
should be handed a copy of these by-laws
upon completion of an application and payment of station dues.
C. Any full-time matriculated
student in good standing of WCSU is
considered eligible for membership in the
organization.
